① Do not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② Have Grade A, B or C on "sale of product" in Tohoku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
③ Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time-limit for the tender to Bid Opening
④ The person who obtained a bid manual from the person of ordering directly
⑤ Not be the business operators that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ Have proven to have achievements of the products concerned
⑦ Have proven to be possible to deliver the products concerned quickly and certainly
⑧ Acquire the electric certificate in case of using the Electric Bidding system
