⑹ Qualification for participating in the tendering procedures : Supplies eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have Grade A, B or C in "Sale of product" in terms of the qualification for participating in tenders by Ministry of Health, Labor and Welfare (Single qualification for every ministry and agency) in fiscal years 2025, 2026, 2027.
④ A person who is deemed not to have stated false facts in the qualification examination application form and attached documents.
⑤ A person whose business situation or creditworthiness is deemed not to have deteriorated significantly.
⑥ A person who has other qualifications as determined by the expenditure liability officer pursuant to Article 73 of the Budget, Accounting and Auditing Act.
