⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under the provisions of Article 4 or 5 of the contract handling guidelines.
② have Grade A, B, C on "offer of services" in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
③ prove to have no false statement in tendering documents.
④ prove neither the business condition nor credibility is deteriorating. In addition, the person must be a person who is recognized to be able to reliably fulfill the matter.
⑤ in accordance with the provisions of Article 3 of the Contract Administrative Handling Guidelines, the person must have qualifications specified by the person in charge of the contract.
