Summay of notice ⑴ Contracting entity : Takao Nitta, Director-General of Tohoku Bureau of Telecommunications.
⑵ Classification of the services to be procured : 26
⑶ Nature and quantity of the products to be purchased : Electricity to be used in Sendai Second Joint Government Building. Contract Demand 365kW. The estimated consumption electric power a year 623,700kWh.
⑷ Supply period : From 1 October 2026 through 30 September 2027.
⑸ Delivery place : Sendai Second Joint Government Building
⑹ Language and currency which tender shall use in tendering procedures : Japanese and Japanese currency.
⑺ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have Grade A or B "Sale of product" in the Tohoku area in terms of the qualification for participating in tender by Ministry of Internal Affairs and Communications (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
④ Have registration of retail electricity business in accordance with Article 2-2, Section 1 of the Electricity Utilities Industry Law.
⑤ Fulfill the requirements of Carbon dioxide emission factor and Efforts to reducing environmental load in the tender documentation.
⑻ Time limit for submission of tenders by electronic bidding system : 14 : 00 5 August 2026.
