⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Articles 331 and 332 of the Detailed Regulations for Accounting Operations of the Urban Renaissance Agency.
② Not be under suspension of nomination by the Agency during the period from the deadline for submission to the date of bid opening.
③ Not be controlled substantially by an organized crime group or its members.
④ Have been qualified for "Provision of Services" in the FY 2025-2026 qualification for the East Japan District of the Agency.
⑤ Not be a contractor, related company, or subcontractor of the specified advisory and technical support services.
⑥ Have submitted a certificate proving conformity with all required specifications.
⑦ Have at least one proven record of similar system migration services.
⑧ Hold certification of ISMS (ISO/IEC 27001 : 2022 or JIS Q 27001 : 2025) or PrivacyMark.
⑨ Be able to accept on-site inspection in Japan.
⑺ Time-limit for submission of application forms and relevant documents : June 18, 2026, 17 : 00
⑻ Time-limit for submission of tenders : July 29, 2026, 17 : 00
