⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : (A)not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause : (B)not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting : (C)Applicants must be registered in Grade A to D of "Building management and other maintenance management" or "Other" in "Provision of services, etc." in the Ministry of Internal Affairs and Communications's competitive participation qualification examination (unified qualifications of all ministries and agencies) and be qualified to participate in the competition in the Kanto and Koshinetsu regions in the fiscal years 2025, 2026 and 2027.
