Summay of notice Summary
(1) Official in charge of disbursement of the procuring entity: HASEGAWA Masaaki
Railway Technical Center Director, Japan Railway Construction, Transport and
Technology Agency (hereinafter called JRTT)
(2) Classification of the products to be procured: 16
(3) Nature and quantity of the products to be procured: 1 set of procurement
of distribution boards, etc for the Hokkaido Shinkansen, Shin-Konbu
substation, and three other places.
(4) Delivery period: As stated in the attached Summary Table of Stocked Items

(6) Qualifications for participating in the tendering procedures:
Suppliers eligible for participating in the proposed tender are those who
shall:
1) not come under Article 4 or 5 of the regulation concerning the Contracts
for JRTT,
2) have been qualified as possessing the qualification of "manufacturing of
products or sales of products" by single qualification for every ministry
and agency in the fiscal year 2025, 2026 and 2027 (The Grade and Area does
not matter.).
3) not have been suspended from designation by President of JRTT or Ministry
of Land, Infrastructure, Transport and Tourism.
4) not be the business operators that a Gangster influences management
substantially or the person who has exclusion request from JRTT is
continuing state concerned.
5) Applicants must be able to demonstrate a track record of supplying the
following items from fiscal year 2011 onward, under either of the following
conditions:
- Electrical distribution boards for railway electrification
- Traction transformers
- AC circuit breakers
- Instrument transformers
- Surge arresters
- Motor-operated disconnectors
A. Track record of supplying to this organization
Having a track record of supplying items to this organization for use in the
electrical equipment of "Shinkansen railways."
B. Track record of supplying to domestic and international railway operators
Having a track record of supplying items for use in the electrical equipment
of "Shinkansen railways (railways where trains can operate at speeds of
200 km/h or more on the main section)" to railway companies or track owners
in Japan, the European Union, or the United Kingdom of Great Britain and
Northern Ireland (including track records of supplying through trading
companies or construction companies).
6) The person has directly downloaded the specifications, etc. using the
method of delivery described in 5(2).
7) The person who wishes to participate in this tender must have ISO 9001 or
JIS Q 9001 certification or a quality control management system that is
recognized as equivalent by the Organization. In addition, if the person
who wishes to participate in this tender is a person qualified to sell
goods under the unified qualifications for all ministries and agencies and
does not have the above certification, the manufacturer from which the
purchase is made must have it.
8) The person has proven that they have in place a system for prompt after-
sales service and maintenance for the goods to be procured.
(7) Deadline for submission of the qualification application and related
documents: June 22, 2026, at 4:00 p.m.
(8) Time-limit for tender: July 23, 2026, at 4:00 p.m.
