⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 5 of the Public Works Research Institute Contract Code.
This dose not apply to minors, persons under curatorship, or persons under assistance who have obtained the necessary consent for concluding a contract.
② have "Offer of services, etc" in Hokkaido area in terms of the qualification for participating in tenders by all Ministries and Agencies in the fiscal years 2025, 2026 and 2027 or the person who has received a determination of the qualification and has received confirmation of the qualification to participate in the competition at the time of bid opening.
③ meet the requirements of specifications
④ not be currently under suspension of nomination by Hokkaido Regional Development Bureau. In addition, the applicant must not have been suspended from Civil Engineering Research Institute for Cold Region or have caused significant damage
⑤ not be the Eligibility contractor that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑥ Must be a person who has experience in the introduction or support of the introduction of Microsoft 365.
⑦ Must be a person who has experience in the implementation or review of core systems.
⑧ Must be a holder of Information Security Management System (ISMS) certification or one who has been granted a Privacy Mark under the Privacy Mark system.
