② Have Grade A or B "Selling", "Offer of services etc" in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal years 2025/2026/2027, and have qualification for participating in competition of the Kanto・Koushin-etu region
