⑹ Competition Participants shall be those who :
① do not come to fall under the Article 70 and/or Article 71 of the Cabinet Order on Budgets Settlement of Accounts, and Accounting ;
② have Grade A, B, C or D of "Production of goods" or "Sale of goods" in terms of the qualification for participating in tenders by the Cabinet Office (Uniform Qualification for all ministries and agencies) in the fiscal years of 2025, 2026, and 2027 ; and
③ have not been barred from applying for government contracts at the request of the police authorities on the ground that the entity is substantially controlled by organized crime groups, and/or the member of crime organizations or operated in the similar arrangement.
