Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause [2] Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting [3] Have Grade "A", "B", or "C" on "offer of services etc." in the Kanto-Koshinetsu Area in terms of qualification for participating in tenders by Single qualification for every ministry and agency [4] Meet the qualification requirements which the Executive Director may specify in accordance with Article 73 of the Cabinet Order [5] Send a question (s), or a request that questions from other participating suppliers be shared, to the contact person shown in the Specifications 5 by email during the period specified in (1) of "6. Receipt of Questions" in the Tender Instructions. (Caution should be exercised because suppliers failing to send a question [s] or a request for sharing of questions to the contact person during the specified period, are not allowed to participate in the tender.)
