⑸ Bidding Method : The bid amount must include all expenses required for fulfilling the purchase requirements specified in section ⑵ within the contract period defined in section ⑶. In determining the successful bidder, the amount stated in the bid document shall include an additional 10% of the bid amount as consumption tax. (Fractions below one yen in the calculated tax amount shall be rounded down.) Since the evaluation will be based on the total amount inclusive of consumption tax, bidders are required to submit a bid document that stating the amount equivalent to 100/110 of the estimated amount, regardless of whether the bidder is subject to taxation or exempt.
2 Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 5 of the Regulation concerning Contract for National Hospital Organization (NHO). Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;
② not come under Article 6 of the Regulation concerning Contract for NHO ;
③ Eligibility to Participate in the Ministry of Health, Labour and Welfare Competitive Bidding (Unified Qualification Across Ministries and Agencies) : Suppliers must be ranked as A, B, C, or D under the category of "Sale of Goods" and possess bidding qualifications for the Kyusyu and Okinawa region. Furthermore, the eligibility for this competitive bidding is determined based on the application submission guidelines listed in the appendix of the Official Gazette No.58 issued on March 31, 2025, regarding the qualifications for bidders under the Ministry of Foreign Affairs procurement system, and applications are accepted on an ongoing basis.
