⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
ⅰ )not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
ⅱ )not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
ⅲ )Under the qualification for participation in tenders by the Ministry of Land, Infrastructure and Transport (Unified Qualification for All Ministries and Agencies) for fiscal years 2025, 2026, and 2027, the entity shall be classified as Grade A, B, C, or D in "Selling". Furthermore, entities numbered ①, ②, ③, ⑦, ⑪, and ⑫ shall hold qualifications for participation in tenders in the Kanto・koshinetsu area, and entities numbered ④, ⑤, ⑥, ⑧, ⑨, and ⑩ shall hold qualifications for participation in tenders in either the Kanto・koshinetsu area or the Tokai・hokuriku area.
ⅳ )The person who is not being suspended from Transactions by the request of the officials in charge of contract.
