⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Personunder Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ; ③Person corresponding to the following can not participate in the com-petition : Person stating false facts in the application form or attachments qua-lification : Person extremely deteriorated condition or creditworthiness of the customer ; ④Have Grade "A", "B" or "C" in "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kyushu-Okinawa Region in the fiscal years 2025, 2026 and 2027 ; ⑤It must be a person who is doing the written report as a retail electricitycompany based on 2 rules of Electricity Enterprises Law Article 2 ; ⑥Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ;
