②not apply to Article 71 of the above-mentioned Cabinet Order ; ③have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids ; ④Have Grade A Selling classification in Terms of the qualification for Participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027 and meet the qualification for participating in bids within Chugoku region ; ⑤The time and place of application for the qualification of ④ shall be in the manner of application for single qualification for every ministry and agency ; ⑥have a license to be a General Electricity Utility in accordance with Article 2, paragraph 2 of the retail electricity company ;
