⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③have Grade A, B or C in "sale of product" in terms of the qualification for participating in tenders (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027 ④prove to have no false statement in tendering documents ⑤are not currently in the suspension period for nomination by Ministry of Health, Labor and Welfare ⑥are in compliance with Ministry of Health, Labor and Welfare-related laws and regulations for 1 year ⑦prove neither the business condition nor credibility is deteriorating ⑧apply to the system (Welfare Pension or National Pension, Health insurance (for those who are governed by National Health Insurance Association), Seamen's Insurance, Labor Insurance) and not have failed to pay the insurance fees ⑨have permission to be a general electric enterprise in accordance with article 2, section 2 of the Electricity Utilities Industry Law ⑩fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO
