| Summay of notice | ⑴ Official in charge of disbursement of the procuring entity : KUROI Takahiro, Deputy Director of General Affairs Department, Tokai Local Finance Bureau ⑵ Classification of the services to be procured : 42, 78 ⑶ Nature and quantity of the services to be required : Service Consignment of Management, etc. of Unused state-owned land, 1 set ⑷ Fulfillment period : From the day of concluding a contract through 31 March 2029 ⑸ Fulfillment place : As shown in the tendering documentation ⑹ Qualifications for Participating in the Tendering Procedures ① A supplier who does not come under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting (Imperial Ordinance No. 165 of 1947). Furthermore, a minor, a person under conservatorship or a person under assistance who has obtained the consent necessary for concluding the contract falls under the case of special reasons within said clause. ② A supplier who does not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ A supplier who has not filed a petition for the commencement of reorganization procedures under the Corporate Reorganization Act (Act No. 154 of 2002), or a supplier who has not filed a petition for commencement of rehabilitation procedures under the Civil Rehabilitation Act (Act No. 225 of 1999). With regard to a supplier who has filed a petition for commencement of reorganization procedures under the Corporate Reorganization Act or a supplier who has filed a petition for commencement of rehabilitation procedures under the Civil Rehabilitation Act, shall have obtained a recertification of qualification for participation in the tendering procedures after the time of issuance of the order of commencement of procedures. ④ A supplier shall meet all of the qualifications as specified in items ⒜ through ⒫ below, in accordance with the types of services as set forth respectively in the specification sheets. In cases where a single supplier is unable to meet all of the qualifications as specified in items ⒜ through ⒫ below, two or more suppliers who meet the respective requirements may participate in the tender procedure, on the premises that such suppliers conclude a group agreement. ⒜ A supplier who renders "services of preparation of real property investigation reports," shall have Grade A or B for the classification of "land survey," "construction consultant" or "land and building investigation" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026, or Grade B or C for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area, and shall retain a qualified staff member licensed as Real Estate Notary (Article 18 of the Real Estate Transaction Specialists Business Act). ⒝ A supplier who renders "buried objects investigation services," shall have Grade C or D for the classification of "general civil engineering works," or Grade A or B for the classification of "scaffolding, civil engineering works, concrete works," "construction consultant" or "geological survey" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⒞ A supplier who renders "soil contamination investigation services," shall have Grade B or C for the classification of "soil survey" or "measurement certification" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade C or D for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area, and shall have obtained designation as a designated investigation institution pursuant to the provisions of the Soil Contamination Countermeasures Act (Act No. 53 of 2002). ⒟ A supplier who renders "lifeline utilities investigation services," shall have Grade C or D for the classification of "general civil engineering works," or Grade B or C for the classification of "scaffolding, civil engineering works, concrete works," "construction consultant" or "soil survey" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⒠ A supplier who renders "asbestos investigation services," shall have Grade B or C for the classification of "construction consultant," or Grade C or D for the classification of "general construction works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade C or D for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area, and retain a qualified staff member licensed as an Asbestos Surveyor or an Asbestos Diagnosis Expert (registered with Nippon Asbestos Diagnosis Association). ⒡ A supplier who renders "land survey services," shall have Grade B or C for the classification of "land survey" or "land and building investigation" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⒢ A supplier who renders "PCB investigation services," shall have Grade C or D for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area. ⒣ A supplier who renders "monitoring services," shall have Grade C or D for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area. ⒤ A supplier who renders "mowing and maintenance services," shall have Grade A or B for the classification of "landscape works," "scaffolding, civil engineering works, concrete works" or Grade C or D for the classification of "general civil engineering works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade A, B or C for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area. ⒥ A supplier who renders "fence setting services," shall have Grade B or C for the classification of "landscape works" or "scaffolding, civil engineering works, concrete works" or Grade C or D for the classification of "general civil engineering works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⒦ A supplier who renders "services of preparation and installment of signboards," shall have Grade A, B or C for the classification of "landscape works" or "scaffolding, civil engineering works, concrete works," or Grade C or D for the classification of "general civil engineering works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade C or D for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area. ⒧ A supplier who renders "tree cutting services," shall have Grade A or B for the classification of "landscape works" or "scaffolding, civil engineering works, concrete works" or Grade C or D for the classification of "general civil engineering works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⒨ A supplier who renders "garbage removal services," shall have Grade B or C for the classification of "landscape works" or "scaffolding, civil engineering works, concrete works" or Grade C or D for the classification of "general civil engineering works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade C or D for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area. ⒩ A supplier who renders "nest removal services," shall have Grade B or C for the classification of "landscape works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade C or D for the classification of "provision of services, etc." in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Tokai Hokuriku area. ⒪ A supplier who renders "sediment removal services," shall have Grade C or D for the classification of "general civil engineering works," or Grade B or C for the classification of "scaffolding, civil engineering works, concrete works," in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⒫ A supplier who renders "services of blocking of the entrances," shall have Grade B or C for the classification of "landscape works," or Grade C or D for the classification of "general civil engineering works" in the qualification for participating in tenders by organizations in the Tokai area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⑤ A supplier whose qualification has not been suspended by government agencies (including a supplier specifically designated by the official in charge of disbursement of procuring entity). ⑥ A supplier who has no delinquent tax liabilities. ⑦ A supplier who has not received any supervisory action within one year before the base date, which shall be the first day of the month in which the last day of the application acceptance period falls. ⑧ A supplier whose business situation or trustworthiness is deemed not to have significantly deteriorated, and whose proper performance of a contract can be guaranteed. ⑨ A supplier who has been given a briefing on the outline of "unused state-owned land management services" at the tender briefing session, etc. ⑩ Submission of Tender by Tendering Group ⒜ In case that a single supplier is unable to implement all the services, a tender may be submitted by a group of two or more service suppliers capable of properly implementing the unused state-owned land management services in the relevant service area (hereinafter the "tendering group"). In such case, one of the tendering group members, acting as the representative of the group, shall submit the proposal and take the tender procedures in such representative's name. For making an application for participation in tender procedures, a tendering group is required to prepare a written agreement for the creation of a tendering group and submit it. For implementing the unused state-owned land management services, the representative of the tendering group shall be responsible for coordination and liaison with the government. In addition, the tendering group members shall also coordinate with the government so that the services will be implemented in a smooth and efficient manner. A tendering group member may not, solely or jointly with another tendering group participating in the same tender, submit the tender. ⒝ The representative shall satisfy all of the requirements specified in items ①to ③ and ⑤ to ⑨ above, and members of the group shall satisfy all of the requirements specified in items ① to ③ and ⑤ to ⑧ above.
