(Ⅵ) Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause, ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting, ③have a Grade "A", "B" or "C" during fiscal year 2025/2026/2027 in "selling, etc." for participating in tenders by the Ministry of Health, Labor and Welfare (single qualification for every ministry and agency) ④prove to have no false statement in tendering documents ⑤prove neither the business condition nor credibility is deteriorating ⑥Meets the qualification requireements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ⑦Carbon dioxide emission coefficient, utilization of unused energy, introduction of renewable energy, transfer of green power certificates, efforts to provide information on energy saving and power saving to consumers, and disclosure of information on power supply composition and carbon dioxide emission coefficient The bidder must meet the bidding conditions listed in the attached "Conditions regarding the status of initiatives related to carbon dioxide emission coefficient and reduction of environmental impact." ⑧The bidder is registered as a retail electricity business pursuant to Article 2-2 of the
Electricity Business Act (Act No. 170 of 1964). ⑨The bidder is enrolled in social insurance, etc. (meaning employees' pension insurance, health insurance (administered by the National Health Insurance Association), seamen's insurance, national pension, workers' accident compensation insurance, and employment insurance) and has no outstanding premium payments for the relevant systems. (For the past two years) ⑩The bidder employs the legal number of disabled persons as stipulated in the Act on Promotion of Employment of Disabled Persons, etc. (This requirement does not apply to employers with fewer than 40 regular employees.) ⑪The employer must have formulated and submitted a general employer action plan based on the Act on Promotion of Women's Participation and Advancement in the Workplace. (This requirement does not apply to employers with fewer than 101 regular employees.) ⑫The employer must comply with labor-related laws such as the Labor Standards Act and the Minimum Wage Act.
