| Summay of notice | ◎Procuring Entity No. 15, ◎Location No. 11 This procurement procedure shall be implemented through the process of participation, submission and opening of tender by way of the Government Electronic Procurement System (https://www.p-portal.go.jp/pps-web- biz/) A submission of tender in written form is also acceptable. 1 Description of the products/services to be procured ⑴ Classification of the products/services to be procured : 78 ⑵ Nature and quantity of the products/services to be purchased : (2026) Management service for unused state-owned land (metropolitan area) 2 Specifications of contracted services As provided in the Implementation Guidelines and Tendering Instructions 3 Areas covered by the contracted services Metropolitan areas (Tokyo excluding insular areas, Saitama Prefecture, Kanagawa Prefecture, Chiba Prefecture and Yamanashi Prefecture) 4 Estimated quantity of contracted services The estimated quantity of the services to be rendered during the contracting period shall be separately notified to the participants of the tender briefing session as described in Section 8 below. (Including persons briefed from time to time.) This quantity is merely an estimate and is subject to increase/decrease depending on the convenience of the government. 5 Method of tendering A tender shall be submitted based on the total amount calculated by multiplying the unit price per service by the estimated quantity of contracted services. For the awarding of tender, the contract price shall be the amount calculated by adding to the amount specified in the tender sheet the amount equivalent to 10% of such amount (any fraction less than 1 yen shall be rounded off). A tender participant, whether it is a taxable business entity or tax-exempted business entity for consumption tax and local consumption tax, is required to state the amount equivalent to 100/110 of the estimated contract amount in its tender sheet. A tender participant may not replace, change or revoke its tender sheet already submitted. 6 Qualifications required for tender participants ⑴ A supplier who does not fall under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting (Imperial Ordinance No. 165 of 1947). Furthermore, a minor, a person under curatorship or a person under assistance who has obtained the consent necessary for concluding the contract falls under the case of special reasons within said clause. ⑵ A supplier who does not fall under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ⑶ A supplier who has not filed a petition for the commencement of reorganization procedures under the Corporate Reorganization Act (Act No. 154 of 2002), or one who has not filed a petition for commencement of rehabilitation procedures under the Civil Rehabilitation Act (Act No. 225 of 1999). (Excluding a supplier who has filed a petition for commencement of reorganization procedures under the Corporate Reorganization Act or a supplier who has filed a petition for commencement of rehabilitation procedures under the Civil Rehabilitation Act, and who has obtained a recertification of qualification for participation in the tendering procedures after the time of issuance of the decision of commencement of procedures). ⑷ A supplier qualified under the qualification for participating in tenders (single qualification for every ministry and agency or the qualification for participating in tenders related to the Ministry of Finance) for the area where the tendering procedure is to take place, or a supplier who does not meet such qualification but who, prior to the deadline of submission of a tender sheet, received a tender participation qualification examination and was registered in the registry of qualified tender participants. A supplier shall submit a copy of the "notice of results of qualification examination" no later than the deadline for submission of a tender sheet. A tender by a supplier qualified under the "single qualification for every ministry and agency" is accepted at the time and place specified in the "Notice concerning qualification for tender participants" dated March 31, 2025. A tender by a supplier qualified under the "qualification for participating in tenders related to the Ministry of Finance" is accepted at the time and place specified in the Kanto Local Finance Bureau website. A supplier shall meet all of the qualifications as specified in items (ⅰ) through (xii) below, in accordance with the types of services as set forth respectively in the specification sheets. (ⅰ) In the case of a supplier who renders "monitoring services," such supplier shall have Grade A or B for the classification of "garden works" or Grade A, B, C or D for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026, or Grade A, B, or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area. (ⅱ) In the case of a supplier who renders "mowing and maintenance services," such supplier shall have Grade A or B for the classification of "garden works" or Grade A, B or C for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade A, B or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area. (ⅲ) In the case of a supplier who renders "herbicide application services," such supplier shall have Grade A or B for the classification of "garden works" or Grade A, B or C for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade A, B or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area. (ⅳ) In the case of a supplier who renders "services of laying weed-preventing sheets and fence sheets", such supplier shall have Grade A or B for the classification of "garden works" or Grade A, B, C or D for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade A, B or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area. (ⅴ) In the case of a supplier who renders "fence building services," such supplier shall have Grade A or B for the classification of "garden works," or Grade A, B, C or D for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026. (ⅵ) In the case of a supplier who renders "services of preparation and installment of signboards," such supplier shall have Grade A, B or C for the classification of "garden works," or Grade A, B, C or D for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade A, B, C or D for the classification of "provision of services, etc.," as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area. (ⅶ) In the case of a supplier who renders "tree cutting services," such supplier shall have Grade A or B for the classification of "garden works," or Grade A, B or C for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026. (ⅷ) In the case of a supplier who renders "garbage disposition and nest removal services," such supplier shall have Grade A or B for the classification of "garden works" or Grade A, B, C or D for the classification of "general civil works" as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade A, B or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kanto Koshinetsu area. (ⅸ) In the case of a supplier who renders "sediment removal services," such supplier shall have Grade A, B, C or D for the classification of "general civil work," or Grade A or B for the classification of "scaffolding, civil works, concrete works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026. (ⅹ) In the case of a supplier who renders "simple treatment services on slopes", such supplier shall have Grade A, B, C or D for the classification of "general civil work", or Grade A, B or C for the classification of "scaffolding, civil works, concrete works", as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026. (xi) In the case of a supplier who renders "services for shutting opening parts of buildings," such supplier shall have Grade A or B for the classification of "garden works," or Grade A, B, C or D for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026. (xii) In the case of a supplier who renders "estimation services," such supplier shall have Grade A, B or C for the classification of "garden works," or Grade A, B, C or D for the classification of "general civil works," as provided for in the qualification for participating in tenders by organizations in the Kanto area related to the Ministry of Finance in the fiscal years 2025 and 2026. ⑸ A supplier whose qualification has not been suspended by government agencies (including a supplier specifically designated by the official in charge of disbursement of the procuring). ⑹ A supplier who has no delinquent tax liabilities. ⑺ A supplier who has not received any supervisory action within one year before the base date, which shall be the first day of the month in which the last day of the application acceptance period falls. ⑻ A supplier whose business situation or trustworthiness is deemed not to have significantly deteriorated, and whose proper performance of a contract can be guaranteed. ⑼ A supplier who has been given a briefing on the outline of the services at the tender briefing session (or briefing on an as-needed basis). ⑽ Submission of Tender by Tendering Group (ⅰ) In cases where a single supplier is unable to implement all the services, a tender may be submitted by a group of two or more suppliers (hereinafter the "tendering group"). In such case, one of the tendering group members, acting as the representative of the group, shall submit the proposal sheet and take the tender procedures in such representative's name. For making an application for participation in tender procedures, a tendering group is required to prepare and submit a written agreement for the formation of a tendering group. For implementing the services, the representative of the tendering group shall be responsible for coordination and liaison with the government. In addition, the tendering group members shall also periodically coordinate with the government so that the services will be implemented in a smooth and efficient manner. A tendering group member may not, solely or jointly with another tendering group participating in the same tender, submit the tender. (ⅱ) The representative shall satisfy all of the requirements specified in ⑴ through ⑶ and ⑸ through ⑼ above, and members of the group shall satisfy the requirements specified in items ⑴ through ⑶ and ⑸ through ⑻ above.
