Summay of notice ⑴ Official in charge of disbursement of the procuring entity : HAYASHI Nobuhiro, Director of General Affairs Department, Fukuoka Local Finance Branch Bureau.
⑵ Classification of the products to be procured : 78.
⑶ Nature and quantity of the services to be required : Service Consignment of Investigation, Management, etc. of National Properties (Kitakyushu area), 1 set.
⑷ Fulfillment period : From The day of concluding a contract through 31 March 2029.
⑸ Fulfillment place : As shown in the Implementation Guidelines of Fukuoka Local Finance Branch Bureau and Tendering documentation.
⑹ Qualifications for participating in the tendering procedures
① A supplier who does not come under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting (Imperial Ordinance No. 165 of 1947). Furthermore, a minor, a person under conservatorship or a person under assistance who has obtained the consent necessary for concluding the contract falls under the case of special reasons within said clause.
② A supplier who does not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Not be the stated person under the commencement of reorganization proceedings or under the beginning of rehabilitation proceedings (Except for the person who has the procedure of reapplication under the notification of the competing participation qualification).
④ A supplier qualified under the "qualification for participating in tenders (single qualification for every ministry and agency or qualification for participating in tenders related to the Ministry of Finance)" who, prior to the deadline of submission of tender, received a qualification examination and was registered in the registry of qualified tender participants.
A tender by a supplier qualified under the single qualification for every ministry and agency is accepted at the time and place specified in the Notice concerning qualification for tender participants dated March 31, 2025. A tender by a supplier qualified under the qualification for participating in tenders related to the Ministry of Finance is accepted at the time and place specified in the Fukuoka Local Finance Branch Bureau website.
A supplier shall meet all of the qualifications as specified in items ⒜ through ⒣ below, in accordance with the types of services as set forth respectively in the specification sheets.
⒜ In the case of a supplier who renders "monitoring services," such supplier shall have Grade B or C for the classification of "land survey," "construction consultant" or "land and building investigation" as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026, or Grade B, C or D for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kyushu and Okinawa area.
⒝ In the case of a supplier who renders "mowing and maintenance services," such supplier shall have Grade B, C or D for the classification of "general civil works" or Grade A, B or C for the classification of "garden works" as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade A, B or C for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kyushu and Okinawa area.
⒞ In the case of a supplier who renders "fence building services" and "services of closure of openings," such supplier shall have Grade B, C or D for the classification of "general civil works," or Grade B or C for the classification of "garden works" as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026.
⒟ In the case of a supplier who renders "services of preparation and installment of signboards," and "garbage removal services," such supplier shall have Grade B, C or D for the classification of "general civil works," or Grade B or C for the classification of "garden works" as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade B, C or D for the classification of "provision of services, etc.," as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kyushu and Okinawa area.
⒠ In the case of a supplier who renders "tree cutting services," such supplier shall have Grade B, C or D for the classification of "general civil works" or Grade A, B or C for the classification of "garden works" as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026.
⒡ In the case of a supplier who renders "sediment removal services," such supplier shall have Grade B, C or D for the classification of "general civil works," or Grade B or C for the classification of "scaffolding, civil works, concrete works," as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026.
⒢ In the case of a supplier who renders "underground objects investigation services," such supplier shall have Grade B, C or D for the classification of "general civil works" or Grade B or C for the classification of "scaffolding, civil works, concrete works" or "construction consultant" as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026.
⒣ In the case of a supplier who renders "Nest removal services," such supplier shall have Grade B or C for the classification of "garden works," as provided for in the qualification for participating in tenders by organizations in the Kitakyushu area related to the Ministry of Finance in the fiscal years 2025 and 2026, or shall have Grade B, C or D for the classification of "provision of services, etc." as provided for in the qualification for participating in tenders by organizations related to the Ministry of Finance (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and be eligible to participate in tendering procedures in the Kyushu and Okinawa area.
⑤ A supplier whose qualification has not been suspended by government agencies (including a supplier specifically designated by the official in charge of disbursement of procuring entity).
⑥ A supplier who is not judged to be inappropriate as the other party to the contract on account of having violated any of the clauses of a contract concluded with an official-in-charge from the Fukuoka Local Finance Branch Bureau.
A supplier who having been awarded as a winning tenderer of the tender implemented by the Fukuoka Local Finance Branch Bureau but refused to conclude the contract without any justifiable reason, or A supplier has not been the successful bidder recognized that there is a risk that performance conforming to the contents of the contract may not be performed.
⑦ A supplier who has no delinquent tax liabilities.
⑧ A person who has not been supervised within one year before the reference date, based on the first day of the month to which the last day of the application acceptance period belongs.
⑨ A supplier whose business situation or trustworthiness is deemed not to have significantly deteriorated, and whose proper performance of a contract can be guaranteed.
⑩ A supplier who have received Implementation Guidelines and Tendering documentation.
⑪ A supplier who has been given a briefing on the outline of Service Consignment of Investigation, Management, etc. of National Properties (Kitakyushu area) at the tender briefing session, etc.
⑫ Submission of Tender by Tendering Group
⒜ In cases where, a single supplier is unable to implement all the services, a tender may be submitted by a group of two or more service suppliers (hereinafter the "tendering group"). In such case, one of the tendering group members, acting as the representative of the group, shall submit the proposal and take the tender procedures in such representative's name. For making an application for participation in tender procedures, a tendering group is required to prepare a written agreement for the creation of a tendering group and submit it.
For implementing the Service Consignment of Investigation, Management, etc. of National Properties (Kitakyushu area), the representative of the tendering group shall be responsible for coordination and liaison with the government. In addition, the tendering group members shall also coordinate with the government so that the services will be implemented in a smooth and efficient manner.
A tendering group member may not, solely or jointly with another tendering group participating in the same tender, submit the tender.
⒝ The representative of the group shall satisfy all of the requirements specified in items ① to ③ and ⑤ to ⑪ above. The members of the group shall satisfy all of the requirements specified in items ① to ③ and ⑤ to ⑨ above.
With regard to the requirements set out in item ④ above, it is sufficient that the tendering group as a whole satisfies all these requirements ; however, the representative and each group member shall have at least one type of qualification for participation in the tendering procedures.
⑺ Time-limit for tender : 5 : 00 p.m. February 17, 2026.
