⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Suppliers eligible for participating in the proposed tender shall be those who are classified as Grade A in "Manufacture of products" or "Sale of products" and "Offer Services" under the Single Qualification for Every Ministry and Agency issued by the Ministry of Health, Labour and Welfare
② not come under Article 5 of the Regulation concerning Contract for National Hospital Organization (NHO). Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;
③ not come under Article 6 of the Regulation concerning Contract for NHO ;
④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;
