⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender shall follow the listed items :
① Must be a single company or a joint venture that meets the following requirements. In the case of joint ventures, all members are required for ②, ③, ④ and ⑤, and at least one of the members of the joint venture is required must satisfy ⑥ and ⑦.
② Not come under Articles 331 and 332 of the Urban Renaissance Agency's Rules for the Operation of Accounting practice.
③ Have been qualified for the proposal of procurement of "Service offer" in the qualifications for the Participation in the Competitive Tendering Procedures for Procuring Equipment in the East Japan district, Urban Renaissance Agency in the fiscal year 2025 and 2026.
④ Not to be currently under a suspension of nomination as instructed by the Urban Renaissance Agency.
⑤ Not to be a company where organized crime groups or their members substantially influence its management or in a similar situation.
⑥ Must have at least one track record in the following work that has been completed or has been in progress for more than one year since 2015.
・Similar work : Work to perform integrated maintenance and management (daily cleaning, exterior management, maintenance and management of buildings and equipment, etc.) for single or multiple buildings and sites with a total floor area of 5,000㎡ or more in facilities used to attract customers*

*Facilities for attracting customers refer to special buildings used for the purposes listed in Sections ⑴, ⑶ and ⑷ of Appended Table 1 ⒝ of the Building Standards Act.
⑦ Engineers, etc. who meet the following criteria shall be able to be assigned to the work concerned.
(A) An appropriate person who is qualified as a Fire Prevention Manager specified in Article 3 of the Fire Service Act Enforcement Order shall be appointed as the place of performance.
(B) An appropriate person who has been issued as a Chief Electrical Engineer's license based on the Electricity Business Act (Act No. 170 of 1964) and who has a track record of engaging in work since 2020 shall be appointed as the place of performance.
(C) Has the required qualifications based on the relevant laws and regulations related to legal inspection and safety inspection work for buildings.
(D) An appropriate person who has experience in the work listed in ⑥ above, which was completed after 2015.
(E) The scheduled management engineer must have a permanent employment relationship as of the deadline for submission of the application form and materials. In addition, if it is found that there is no employment relationship as mentioned above, the application will be treated as "false statement".
