⑹ Qualifications for participating in the tendering procedures : Supplier eligible for participating in the proposed tender are those who shall ;
⑺ not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause :
⑻ not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting :
⑼ have Grade A or B of "Selling" in terms of the qualification for participating in tenders by Organizations in Tokai Hokuriku area related to the Ministry of Land, Infrastructure Transport and Tourism (Single qualification for every ministry and agency) in the fiscal years, 2025, 2026, and 2027
⑽ have registered with the relevant authorities, in accordance with the Petroleum Stockpiling Law (Law No. 55 of 2001), to initiate business of selling Petroleum Products.
⑾ The person must be registered as a retail electricity business pursuant to the provisions of Article 2-2 of the Electricity Business Law.
⑿ The person must have completed item 1 "Disclosure of information on power source and carbon dioxide emission factor" on the conformity certificate and have a total score of 70 points or more for ① to ④.
⒀ Time limit for tender : 17 : 00, 19, Dec. 2025
⒁ acquire the electric certificate in case of using the Electric Bidding system
