⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ⑴Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, Minors, Person under Conservatorship or Person under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ⑵Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ⑶Have Grade A, B or C in "Sale of products" in terms of the qualification for participating in tenders laid down by Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal years of 2025, 2026 and 2027, and have the qualification for participating in tenders in Tokai and Hokuriku regions. ⑷Have permission to be a general electric enterpriseinaccordancewithArticle2-2of
the Electricity Utilities Industry Law. ⑸Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order. ⑹Fulfill the requirement specified in the Bidding Manual.
