⑹ Qualification for participating in the tender procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order Concerning the Budget, Auditing and Accounting. Not that minors, persons under curatorship or persons under assistance who have obtained the consent necessary to conclude a contract may be applicable under the cases of special reasons within the said article. ②Do not come under Article 71 of the Cabinet Order Concerning the Budget, Auditing and Accounting. ③Have Grade A or B or C "Sale of products" in terms of the qualification for participating in the tenders required by the Ministry of Justice (uniform qualification for every ministry and agency) in the Fiscal Years 2025, 2026 and 2027, and meet the requirements for participating intenders within the Kinki region. ④Person undergoing registration of a "Gas Retailer Business" on the Gas Business Act.
