⑹ Qualification for participating in the bidding procedures : Suppliers eligible for participating in the proposed bid are those who shall : ①not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article) ; ②not apply to Article 71 of the above-mentioned Cabinet Order ; ③have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027, and meet the qualification for participating in bids within Kinki region ; ④The time and place of application for the qualification of ③ shall be in the manner of application for single qualification for every ministry and agency ; ⑤have a registration to be a General Electricity Utility in accordance with Article 2-2 of the Electricity Business Act ; ⑥meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order ; ⑦have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids ; and ⑧be a person who took a grant of a tender manual
