① Not come under Article 7 and 8 of the Cabinet Order concerning the Contract for forest research and management organization
② Have Grade A, B or C "sales of product"and "offer of services" in terms of the qualification for participating in tenders by every ministry and agency in the fiscal years 2025, 2026 and 2027, or in prefectural competitive bidding.
③ Not being suspended from transactions by the request of the officials in charge of contract.
