Summay of notice ⑴ Official in charge of disbursement of the procuring entity : Shukuri Akihiro, Director, Labour Insurance Contributions Levy Division, Labour Standards Bureau, Ministry of Health, Labour and Welfare.
⑵ Classification of the services to be procured : 71, 27
⑶ Nature and quantity of products to be required : Renewal, modification, and operation & maintenance services related to the Labour Insurance Applicable Workplaces Search System one set.
⑷ Contract period : From December 1, 2025 (tentative) through March 31, 2030.
⑸ Contract place : The place specified by the Official in charge of disbursement of the procuring entity.
⑹ Qualifications for participating in the tendering procedures : Supplier eligible for participating in the proposed tender are those who shall :
① Hold a Grade "A" or "B" rating in the "Information Processing" or "Software Development" category under "Provision of Services, etc." in the common qualification for all ministries and agencies for fiscal years 2025, 2026, and 2027, as issued by the Ministry of Health, Labour and Welfare.
② Not fall under Article 70 of the Cabinet Order on Budget, Auditing, and Accounting. However, minors, persons under guardianship, or persons under assistance who have obtained the necessary consent to enter into contracts may be eligible under special circumstances.
③ Not fall under Article 71 of the same Cabinet Order.
④ Provide evidence of no false statements in tender documents.
⑤ Demonstrate that their business condition and credibility are not deteriorating.
⑥ Be enrolled in and not in arrears for the past two years (as of the bid submission deadline) in any of the following insurance systems :
⑴ Employees' Pension Insurance
⑵ Health Insurance (under the jurisdiction of the Japan Health Insurance Association)
⑶ Seamen's Insurance
⑷ National Pension
⑸ Workers' Compensation Insurance
⑹ Employment Insurance
⑦ Not be under suspension of nomination by the Ministry of Health, Labour and Welfare.
⑧ Not have received administrative sanctions for violations of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past year. However, this does not apply if corrective actions were taken and a "Notification of Withdrawal of Suspension Order" was received after the suspension was issued by the Labour Standards Inspection Office.
⑨ Not have been referred to the public prosecutor's office for violations of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare, with such facts made public.
⑩ Meet any additional qualification requirements specified by the Obligating Officer in accordance with Article 73 of the Cabinet Order. (*)
(*) Relevant laws include : Labour Standards Act, Industrial Safety and Health Act, Minimum Wage Act, Act on Securing the Payment of Wages, Industrial Homework Act, Working Environment Measurement Act, Pneumoconiosis Act, and the Act on Special Measures concerning Carbon Monoxide Poisoning Caused by Coal-Mine Accidents.
