⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender shall be those who :
① do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting
② do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ have Grade A, or B on "manufacturing of products" or "selling of products" in terms of the qualification for participating in tenders laid down by the House of Councillors (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
④ Do not be a person receiving a nomination stop from the House of Councillors.
⑤ Do not be a person receiving a nomination stop from the Government Agencies.
⑥ have registered to be a gas retailer in accordance with Article 3, of the Gas Utility Law, have permission as a general gas conduit enterpriser in accordance with Article 35, of the Gas Utility Law.
⑦ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑺ Time-limit for tender : 17 : 00, 5 November, 2025
