| Summay of notice | ⑴ Official in charge of disbursement of the procuring entity : Tadashi Tamura, General Manager of Sakaide Operation Center, Honshu-Shikoku Bridge Expressway Company Limited ⑵ Classification of the products to be procured : 17 ⑶ Nature and quantity of the products to be purchased : Trucks with Snow Plow, 1 set ⑷ Delivery period : 540 days from the next day of the contract ⑸ Delivery place : as shown in the tender documentation ⑹ Qualification for participating in the tendering procedures : Qualified persons are those who shall : 1)not be applied to the following categories from ① to ④ : ① Those who do not have an ability to conclude a contract, such as persons under age, adult guardians and persons under assistance. However, the following people are excluded who already have a necessary agreement for the contract. In addition, bankrupts who cannot rehabilitate also do not have a qualification. ② Those who are applied to the following cases from a) to h) within the past two years : a)Have intentionally practiced rough manufacture or misconduct in the quality or quantity of the properties in the execution of the contract. b)Have prevented implementation of fair competition or conspired to disturb fair pricing or obtain illicit profits. c)Have prevented a successful bidder from concluding the contract or a contractor from performing the contract. d)Have obstructed the execution of supervision or inspection by the officer in charge. e)Have failed to perform his contract without any justifiable reasons. f)Have falsified the important items or facts in the Application Form for Competition Participation Qualification and its supplements. g)Have caused other tangible or intangible damage to the Honshu-Shikoku Bridge Expressway Company Limited. h)Have employed as an agent, manager etc. in concluding a contract who have been applied to the above categories from a) to g) within the past two years. ③ Those whose administrative situation is acknowledged to be markedly unsound. ④ Those who have practiced business in violation of the commercial law and other regulations and ordinances. 2)not be under a suspension of business order as instructed by President, Honshu-Shikoku Bridge Expressway Company Limited at the time of the bid opening. 3)must be able to deliver or manufacture the procured goods in question and meet one of the following requirements. a)must have certified that it has delivered or manufactured at least one vehicle related to the procured item or similar similar item that has been completed and delivered as a prime contractor by FY2024 after FY2015. Similar similar goods means vehicles equivalent to those shown in the special specifications. b)must be able to submit manufacturing specifications (based on the guidelines for preparing manufacturing specifications) that conform to the procured goods in question at the time of submitting the application for confirmation of competitive eligibility. 4)must have demonstrated that it has a prompt after-sales service and maintenance system for the procured goods. The establishment of a prompt after-sales service and maintenance system means that the procured goods can be serviced and repaired in Kagawa or Okayama Prefecture, and that a supply system for parts, etc. is secured for at least 10 years after delivery of the procured goods. 5)have proven to have prepared a system to provide rapid after-sale service and maintenance for the products concerned. 6)not have capital relationship and/or personnel relationship with other bidders. 7)submit a copy of a tax payment certificate published within the past three months and formulated in either formats of 3, 3-2 or 3-3 prescribed by Article 9 of the Enforcement Regulations of the National Tax Act ⑺ Time-limit for the submission of application forms and relevant documents for the qualification : 10 : 00 pm, 25 September, 2025 Time-limit for the submission of tenders : 10 : 00 pm, 16 October, 2025 ⑻ Opening date at 1 : 30 pm, 17 October, 2025 Contact point for the notice : General Affairs Section, Sakaide Operation Center, Honshu-Shikoku Bridge Expressway Company Limited, 4388-1 Shimo-Kawatsu, Kawatsu-cho, Sakaide-city, Kagawa Prefecture, 762-0025, Japan.
