Furthermore, minors, persons under conservatorship, or persons under assistance who have obtained the necessary consent to enter into contracts may be deemed eligible under special circumstances specified in the same Article ; ② not come under Article 6 of the Regulation concerning Contract for NHO ; ③ have Grade A, B, C or D in "Sale of Product" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kinki Region ; ④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ; ⑤ prove to have prepared a system to provide rapid after?sale service and maintenance for the procured products ; ⑺ Time-limit for tender : 10 : 00 A.M.
