Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; ② not come under Article 7 of the Regulation concerning Contract for National Center of Neurology and Psychiatry ; ③ have Grade A, B or C in "Service offer" for participating in tenders by Ministry of Health, Labour and Welfare (Single quailfication for every ministry and agency) in Kanto-Koushinetsu Region ; ④ meet the qualification requirements Which the Obligating Officer may specify in accordance with Article 5 of the Regulation ⑺ Time-limit for tender : 5 : 00 P.M.
