Furthermore, minors, Person under Conservatorship or Person underAssistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ③ have Grade A, B or C of level in "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the Kanto-kosinetsu Region ; ④ prove to have no false statement in tendering documents ⑤ meet the qualification requirement which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ⑥ have permission to be general gas utility enterprise in accordance with Article 3 of the Gas Utility Industry Law, or have registered as a gas utility enterprise in accordance with Article 37-7-2 or Article 37-9, of thesame law ⑦ Are not being suspended from transactions by request of the officials in charge of contract ⑺ Time-limit for tender : 5 : 00 P.M.
