C have the Grade A, Grade B, Grade C or Grade D qualification during fiscal 2025・2026・2027 in sales of product or offer of services for participating in tenders by Single qualification for every ministry and agency. D Not be currently under a suspension of business order as instructed by the Obligating Officer.
