⒜ not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons with in the said clause.
⒝ not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
⒞ have Grade「A」or「B」"offer of services" in terms of the qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2025, 2026, 2027.
⒟ not being suspended from transactions by the request of the officials in charge of contract
⒠ It must be a person who meets the requirement of the tender participation qualification by another the above-mentioned and the tender documentation.
