Summay of notice | ⑴ Official in charge of disbursement of procuring entity : Jun Nakagawa, Director of Accounts Department, Headquarters Yokosuka District, Maritime Self-Defense Force. ⑵ Classification of the products to be procured : 71 ⑶ Nature and quantity of the products to be purchased : 2 items including partition ⑷ Delivery period : 27 March 2026 ⑸ Delivery place : Base Service Activity Yokosuka ⑹ Method of Bid : When the contract price is settled, the contract price is written in the estimate with the additional fee of 10%. If there is a fraction in the contract price, we omit the fraction. Both tax added venders which add tax, and tax-exempt venders should fill in the form with the price that is 100/110 of the estimated price. ⑺ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Not come under article 70 of the cabinet order concerning the budget, auditing and accounting. Furthermore, minors, person under conservatorship or person under assistance, obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under article 71 of the cabinet order concerning the budget, auditing and accounting. ③ Have a grade better than D on "sale of product" in terms of the qualification for participating in tenders by Ministry of Defense (Unified qualification for every ministry and agency) in the fiscal year 2025, 2026 and 2027. ④ Be able to ensure the equipment, necessary personnel, and etc. for the inspection in Japan and to attend the inspection, which the official in charge of contract does. ⑤ Be not under suspension of nomination, based on the procedure of acquisition of defense equipment and services, issued by Director General for Health and Medicine, Director General, Bureau of Defense Policy, Commissioner, Acquisition, Technology and Logistics Agency or Chief of Staff, Japan Maritime Self-Defense Force. ⑥ Do not intend to make a contract with the Ministry of Defense on selling, buying or producing the similar items to those who are under suspension of nomination stated above while having capital or personal relationship with them. ⑦ Those who are admitted to have justifiable reasons by the official in charge of the suspension of the nomination shall be exempted from these qualifications stated above. ⑻ Deadline for tender : 16 : 45, 10 September 2025 ⑼ Time and place for Bid : 10 : 00 a.m. 12 September 2025 Bid Room, Headquarters Yokosuka District, Maritime Self-Defense Force ⑽ Contact point for the notice : Yu Kuwaoka, Headquarters Yokosuka District, Maritime Self-Defense Force, Mubanchi 1-Chome Nishihemicho, Yokosuka-shi, Kanagawa, 238-0046, Japan Phone : 046-822-3500 Ext. 2189 ⑾ Other items to be concerned : ① Japanese language and currency shall be used in the contracting procedures. ② No guaranty money for tender and contract. ③ Those who are to participate in public tenders are required to hand in needed certificates besides tender documents until the deadline. Tenderers are required to give any explanations about the documents until the day before the opening in case the contract officer requests. ④ The tender shall be voided in case tenderers lack the qualification for participating stated above, go against the requirements or rules for tender and contract. ⑤ The need to create a contract documents. ⑥ The tender shall be concluded if tenderer hand in the documents on which contract official finds that the product is able to be procured at the possible minimum price under the article 79 of the cabinet order concerning the budget, auditing and accounting. ⑦ No negotiations in the procedure. ⑧ Details about the tender are available in the instructions. |
