C have Grade A, B or C in terms of the qualifications for Participating in tender of the "offer of services" by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in Kanto・Koushin'etsu region in the fiscal year, 2025, 2026, 2027,
D not be currently under a suspension of business order as instructed by the President.
E have a privacy mark or a certification to protect individual information.
F not come under crime syndicate members provided Act on Prevention of Unjust Acts by Organized Crime Group Members.
