① not come under Article 3 of the Japan Organization for Metals and Energy Security's regulation.
② have Grade A, B or C on the category of "sale of product" in tenders laid down by Single Qualification for every ministry and agency (in fiscal year 2025-2027).
③ not subject to administrative penalty of suspension of nomination and the like according to the agreement or stop of subsidies from government agencies or country.
④ received the tender explanation document distribution in ⑻.
⑺ Attend the tender briefing session as specified in ⑻ and obtain the tender instructions. Then, submit the documents indicated in ⑹ to the location specified in ⑼ by the separately designated date.
