⑷ Qualifications for participating in the tendering procedures, Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ A person who is not subject to a suspension of bidding by the Ministry of Health, Labour and Welfare.
④ Not having received any administrative sanctions for violating laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past year.
⑤ Comply with labor-related laws and regulations.
⑥ Have Grade A, B or C on "Manufacture of goods" or "Sale of goods" or "Offer of service" in terms of the qualifications for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026 and 2027.
⑦ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums (2 insurance year about (ⅴ) and (ⅵ)) for the last two years of the bid submission deadline of this bid :
(ⅰ) Welfare annuity insurance
(ⅱ) Health insurance (the thing which association of national health insurance has jurisdiction over)
(ⅲ) Seamen's insurance
(ⅳ) National pension
(ⅴ) Worker's compensation insurance
(ⅵ) Unemployment insurance
⑧ Prove to have no false statement in tendering documents.
⑨ Prove neither the business condition nor credibility is deteriorating.
⑩ A person who is not conducted business in violation of the provisions of the Commercial Code or other laws and regulations.
⑸ Time-limit for tender : 0 : 00 PM 28 July 2025
⑹ An observance of a contract period : From 2 February 2026 to 29 March 2030
⑺ An observance of a contract place : The place specified by the contracting entity
