| Summay of notice | ⑴ Classification of the services to be required : 14 ⑵ Nature and quantity of the services to be required : The Learning Support System with Classroom Video Recording and Streaming 1 Set ⑶ Type of the procurement : purchase ⑷ Basic requirements of the procurement : A This system (the learning support system with classroom video recording and streaming) consists of the following three subsystems : ⑴ the learning support system, ⑵ the classroom video recording system and ⑶ the class evaluation and analysis system. B The learning support system must support various educational programs ; not only regular courses but also pre-admission training, programs for faculty and staff development, programs for human resource development, extension courses and other programs provided by Tohoku University. This subsystem must also distribute the videos, recorded to the video streaming service : Panopto, that was subscribed by Tohoku university, to learners on this subsystem by using IMS LTI described in the next item. C The learning support system must be equally or more usable and powerful than the current learning support system with classroom video recording and streaming unless otherwise specified. Additionally, this subsystem must support the tool consumer functionality based on IMS LTI which is defined by IMS Global. D The learning support system must be a Web application supporting the responsible design and the users can use the system via Web browsers. The learning support system must support a dedicated application or the progressive web apps. E The learning support system must record the activities of learners on this subsystem with IMS Caliper defined by IMS Global to the LRS operated by Tohoku university. F The classroom video recording system consists of video cameras, mikes, and video recording devices installed in whole classrooms in Lecture Rooms A, B and C, and the Multimedia Education and Research Complex at Kawauchi-Kita Campus, and they records lecture video with a resolution greater than or equal to 1980 x 1080 pixels and a two channel-audio with more than or equal to 256 kbps to USB memory or SD card connected to the video recording devices and the storage system operated by Tohoku university via the network automatically. And, they must also be able to connect to a PC terminal via USB Type-C and output the recorded video images on time. G The class evaluation and analysis system must be able to set up class evaluation questionnaires for each individual class (course) on the learning support system using IMS LTI. The collected questionnaire results must be tabulated for the entire questionnaire and for each pre-defined group of courses, and the statistical processing must be performed. In addition, the questionnaire results for each class with the total results for the entire survey and for pre-defined groups of courses can be fed back to the instructors through the learning support system, and their evaluations of the results can be registered. H The learning support system must be constructed on a public cloud and served as a SaaS style service. I The learning support system must accommodate more than 30,000 users and stably operate for 1,000 concurrent users. J The classroom video recording system must stably record more than 10 lectures concurrently. K The learning support system with classroom video recording and streaming must work smoothly, be stable and protected with sufficient security. L The learning support system with classroom video recording and streaming must work continuously and stably for 24 hours a day, 365 days a year except during maintenance times and electrical power outages. It must also be operated with sufficient and prompt support. M The learning support system with classroom video recording and streaming must be efficient, labor-saving, space-saving and energy-saving in its operation and maintenance.
