Furthermore, minors, Person-under Conservatership or Person under Assistance that obtained the consent necessary for concluding a contract maybe applicable under cases of special reasonns within the said clause ; ② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ; ③ have Grade A, B or C in "Service Offer" in Toukaihokuriku region, in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 ④ have not received suspension of designated contractor status, etc. from Organization of Ministry of Health, Labour and Welfare concerned ⑤ prove to have no false statement in tendering application forms or attached documents ⑥ an eligible person is a person whose business condition and credit are deemed not to be a severe degradation, and who is sure to implement the contract. ⑺ Time-limit for tender : 5 : 00 P.M.
