⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. However, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have the Grade A in "Sale of product" in the Kanto-Koshinetsu area in terms of the qualification for participating in tenders by the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procument in the fiscal years 2022, 2023, and 2024. However, suppliers who have Grade B or C may also participate in this tender if they fulfill our requirements. For further details please read the attached detailed explanation. ④Have permission to be a retail electric enterprice in accordance with Article 2-2 of the Electricity Business Act. ⑤Fulfill the requirement mentioned in the tender manual that are Stated from the viewpoint of reducing CO. ⑥Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of Cabinet Order concerning the Budget, Auditing and Accounting.
