(ⅵ) Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : (A)Be a person who does not fall under the provisions of Article 70 of the Budget Settlement and Accounting Ordinance. In addition, even if the person is a minor, a person under guardianship, or a person under assistance, if they have obtained the consent necessary to enter into a contract, they fall under the case of there being special reasons in the same article. (B)Be a person who does not fall under the provisions of Article 71 of the Budget Settlement and Accounting Ordinance. (C)In the Ministry of Health, Labour and Welfare's qualification for bidding (unified qualification for all ministries and agencies) for fiscal years 2022, 2023 and 2024, the person must be ranked as A, B or C in the category of "provision of services, etc." by the Director of the Accounting Division, Minister's Secretariat, Ministry of Health, Labour and Welfare. (D)A person who is not subject to a suspension of bidding by the Ministry of Health, Labour and Welfare. (E)A person who is deemed not to have stated false facts in the qualification examination application form and attached documents. (F)A person whose business situation or creditworthiness is deemed not to have deteriorated severely. (G)Be a person who has other qualifications specified by the officer in charge of expenditure burden activities based on the provisions of Article 73 of the Budget Settlement and Accounting Ordinance.
