⑹ Qualification for participating in the bidding procedures : Suppliers eligible for participating in the proposed bid are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article) ; ②not come under Article 71 of the above-mentioned Cabinet Order ; ③have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids ; ④have Grade A in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2022, 2023, and 2024 and meet the qualification for participating in bids within Kanto-Koshinetsu region ; ⑤apply the time and place in the manner of application for single qualification for every ministry and agency for the qualification of ④ ; ⑥have received the registration of retail electricity business based on the provisions of Article 2-2 of the Electricity Business Act ; and ⑦meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order
