⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the open tender are those who shall :
① Not come under Article 11 of the Central Nippon Expressway Company Limited's regulation concerning the contract procedures.
② Have been qualified through the examination of the documents submitted.
Submit following documents till time-limit for the submission of application forms and relevant documents for the qualification.
・Copy of the commercial register
・The latest financial statements
・Copy of certificate of tax payment
・Document that described company career
・Application forms and relevant documents for the qualification
・A copy that proves that you have obtained the permission of the relevant laws and regulations
③ Have not received suspension of designated contractor status after the submission of application forms and relevant documents for the qualification.
④ Not have capital relationship and personal relationship with other bidders.
⑺ Time-limit for tender : 4 : 00 P.M. 16 January 2025 (Tenders submitted by mail : 4 : 00 P.M. 16 January 2025)
⑻ Requirements
(Ⅰ) Persons who have the following qualifications ① and ②.
(Ⅱ) Persons who have the following qualifications ① and work together with people who have the qualifications ②.
(Ⅲ) Persons who have the following qualifications ② and work in collaboration with people who have the qualifications ①.
① Collection and transportation
Persons who have received a special management industrial waste collection and transportation permit (type of waste : PCB contaminated material) from the prefectural governor in accordance with the provisions of Article 14-4, Paragraph 1 of the Waste Disposal and Public Cleansing Law (Law № 137 of 1970, hereafter referred to as the Waste Disposal Law).
② Disposal
A person who has the following qualifications 1) or 2)
1)Based on the provisions of Article 14-4, Paragraph 6 of the Waste Management Act, specially controlled industrial waste disposal permission [Type of waste (waste electrical equipment with trace amount of PCB, etc., waste containing low concentration of PCB) : Other polluted materials] from the prefectural governor.
2)Certification of detoxification treatment based on the provisions of Article 15-4-4 Paragraph 1 of the Waste Management Act A person who has received permission from the Minister of the Environment and is capable of detoxification treatment.
⑼ A bid may be entered by the bidder alone or jointly by the bidder and a person designated by the bidder. The method of combining the bidder and the person designated by the bidder shall be as follows.
Type A. In the case the tenderers carries out both disposal work and collection-transportation work by himself.
Type B. In the case the disposal company and collection-transportation company jointly carry out disposal and collection-transportation work.
B-1 In the case the tenderers (disposal company) designates a collection-transportation company and jointly carries out disposal and collection-transportation work.
B-2 In the case the tenderers (collection-transportation company) designates a disposal company and jointly carries out disposal and collection-transportation work.
① Persons who participate in Type B will be able to work on both the disposal business and the collection and transportation business by themselves.
② Persons who participate in bidding in any combination or participate in bidding designated by the bidder cannot participate in bidding by changing the combination of types, and participation in bidding is limited to one time.
③ When different companies work together in the disposal business and the collection and transportation business, the method of submitting the application form for qualification to participate in the competition and the tender form shall be according to the tender manual.
④ If two or more parties jointly participate in the bidding, all parties must obtain the permission described in ⑻ above according to the content of the work.
⑽ The language used for application and inquiry shall be Japanese.
