⑷ Basic requirements of the procurement :
A This system must be an integrated human resource and payroll system consisting of a human resource system, a payroll system, a web-based salary specification providing system, a web-based allowance application system, a web-based year-end tax adjustment system, a constituent management system, and a personnel cost estimation system. Regarding the human resource and payroll system, the independence that allows each to operate without being affected by the other must be secured.
B The system must be able to support the human resource and payroll operations of a national university corporation and be flexible enough to meet the unique specifications of the University.
C The system must have a feature of authorization settings by the user for processing and data reference, since it handle highly confidential information.
D The system must be equipped with a batch processing function to smoothly perform salary processing operations such as annual pay raise, for which a large amount of processing is expected at the same time.
E The system should be able to respond to changes in laws and regulations, such as recommendations of the National Personnel Authority and tax system revisions, through master changes and program update patches, within the scope of maintenance in principle.
F The system must be able to link data with the standard mutual aid system and output data in the format specified by the financial accounting system (GrowOne by Nisseicom, Limited).
G All data must be migrated from the current system.
H The server configuration must be flexible enough to cope with an increase in the number of clients using the system and an increase in the volume of processed data during the five years of operation after migration.
I The system must be sufficiently secured with countermeasures against unauthorized access, virus infection, etc.
J The component of this system such as software, middleware should be updated for bug fixes and security measures according to urgency and importance.
K Data backup must be scheduled automatically. Backup data should be able to be encrypted.
L Maintain a support service that can quickly respond to operating procedures and failures.
