| Summay of notice | ⑴ Official in charge of disbursement of the procuring entity : SUGAHARA Kiyoyuki, Director of the Financial Affairs Division, Minister's Secretariat, Ministry of Foreign Affairs. ⑵ Classification of the services to be procured : 76 ⑶ Nature and quantity of the services to be required : 1 set of services for "Diplomatic Bluebook 2025" ⑷ Fulfillment period : November 21, 2025 ⑸ Fulfillment place : The place will be specified later. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; ②not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ; ③have Grade A, B, C or D "offer of services, etc." in terms of the qualification for participating in tenders by the Ministry of Foreign Affairs (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 ; ④assign those who have a "DTP expert" qualification (certified by the Japan Association of Graphic Arts Technology) as staff in charge of design and production of the Bluebook ; ⑤not be suspended from transactions by the request of the Ministry of Foreign Affairs ; ⑥be proved to have a certain level of proficiency in editing, design and English translation, through preliminary skills assessment. ⑺ The person who is not being suspended from Transactions by the request of the Ministry of Foreign Affairs. ⑻ Date and time of tender explanation meeting : 11 : 00 a.m. October 25, 2024 ⑼ Time-limit for tender : 12 : 00 noon December 2, 2024 ⑽ Contact point for the notice : ROKUTANDA Kiyo, Policy Planning Division, Foreign Policy Bureau, Ministry of Foreign Affairs 2-2-1 Kasumigaseki, Chiyoda-ku, Tokyo 100-8919 Japan.
