A not come under Article 4 and 5 of the Regulation concerning the Contract for The Open University of Japan Foundation,
B have the Grade A, Grade B or Grade C qualification during fiscal 2024 in the Kanto・Koshinetsu area in manufacture of product for participating in tenders by Single qualification for every ministry and agency,
C in the case of procurement from a party required to operate based on a license or authorization under laws and regulations, etc., in the public notice of bidding, the party shall certify that its business is based on such licenseor authorization,
D meet the qualification requirements which the Director may specify in accordance which Article 7 of the Regulation concerning the Contract for The Open University of Japan Foundation,
E not be currently under a suspension of business order as instructed by Director.
