⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
② have Grade A or B or C on "sale of products" in the Kyusyu-Okinawa Area in term of qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
③ The person is not a person who has filed a petition for the commencement of rehabilitation proceedings pursuant to the Corporate Rehabilitation Act or a petition for the commencement of rehabilitation proceedings pursuant to the Civil Rehabilitation Act. (Excluding those who have been recertified in ⑵ above.)
④ not be under suspension of nomination by Director-General, Okinawa General Bureau, from Time-limit for the submission of application forms and relevant documents for qualification to Bid Opening.
⑤ not be the Building constructor that a gangster influences management substantially or the person who has exclusion request from Cabinet Office is continuing state concerned.
⑥ Tender instructions, specifications, etc. must be downloaded directly from the e-procurement system or directly issued by the officer in charge of expenditure burden, and the application form, etc. must be submitted by the submission deadline.
⑦ Electronic certification if using an electronic procurement system (IC card) must be obtained.
