Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; ② not come under Article 7 of the Regulation concerning Contract for National Center of Neurology and Psychiatry ; ③ have Grade A, B or C in "Provision of services" for participating in tenders by Ministry of Health, Labour and Welfare (Single quailfication for every ministry and agency) in Kanto-koushinetsu Reg- ion ; ④ The applicant must not have been suspended by the Ministry of Health, Labor and Welfare (MHLW) or a corporation under the jurisdiction of the MHLW within the past one year ⑺ Time-limit for tender : 10 : 00 A.M.
